asked Her Majesty's Government:

What contribution they are making to the UN voluntary fund for victims of torture; what are the purposes of this fund; to which persons or organisations has it made grants, and of how much; and to whom an individual victim of torture should address himself or herself for help from the fund.

As stated by my honourable friend the Parliamentary Under-Secretary of State in another place on 23rd January, we will, subject to approval of the Supply Estimates for 1984–85 contribute £10,000 towards this fund. The purpose of the fund is to receive voluntary contributions for distribution, through established channels of assistance, as humanitarian, legal and financial aid to those whose human rights have been severely violated as a result of torture, and to the relatives of victims. The operations of the fund are confidential to the trustees. Individuals seeking the fund's help can apply either to local humanitarian organisations or direct to the United Nations Centre for Human Rights at Geneva.
