asked Her Majesty's Government:

How they reconcile their decision to refuse entry to Hungarian and Soviet trade unionists to this country with the Prime Minister's decision to visit Budapest and Moscow, and whether they will say which decision is indicative of their attitude to the two countries.

The exclusion of the individuals concerned was in accordance with the long-standing policy of successive Governments to refuse to give free rein in this country to leading officials of international Communist Front organizations.

There is no contradiction between action to exclude such persons and direct talks between representatives of Her Majesty's Government and of the foreign governments concerned, which form part of our wider policy of seeking a better relationship between East and West.
