asked the Secretary of State for Scotland what percentage of the rate support grant is intended by central Government to be spent on community-based services for offenders.

Rate support grant is paid in aid of local authority revenues generally and is not earmarked for particular services. Specific revenue grant is payable to local authorities which provide schemes of community service by offenders and hostels for persons under supervision. It is estimated that in 1984–85 grant payments of £1.25 million will be made for community service schemes and £0.5 million for hostels.
