asked the Secretary of State for the Environment, in the event of the Greater London council being abolished, what proportion of the council's annual gross expenditure, including London Transport, will be transferred to non-directly elected bodies.

It is proposed that the fire service, land drainage and flood protection, public passenger transport and some support for the arts would not be transferred to the London boroughs. In 1982–83, about 30 per cent. of the GLC gross rate fund revenue expenditure was accounted for by these services.
