asked the Secretary of State for Scotland whether he will list in the Official Report the total sum estimated to cover the grant provisions for district authorities in Scotland under the Civil Defence (Grant) Scotland Amendment Regulations 1983 and his estimate of what additional costs will have to be borne by each individual district authority in Scotland to comply with the regulations.

In 1983–84 provision of £1,744,000 has been made for payment of civil defence grant to regional, islands and district councils. Until the Civil Defence (General Local Authority Functions) (Scotland) Regulations 1983 came into effect on 1 December 1983, district councils had only minimal civil defence responsibilities. It is too soon to say what the expenditure of each district council on its new responsibilities may be. Civil Defence grant will be available at 100 per cent. on the costs of such matters as communications, training of staff, participation in exercises, and expenses incurred by volunteers in training, and at 75 per cent. on all other qualifying expenditure, including that on salaries of civil defence staff and establishment and maintenance of emergency centres.
