§ Mr. HurdAn estate management company has recently represented to us that the concessionary 5p licence scheme should be extended to sheltered housing schemes for elderly people which are managed by private companies, and a number of hon. Members later wrote on the same subject. It would not be easy to justify granting the concession to people who live in sheltered accommodation managed by these companies while denying it to pensioners generally. We have not made an estimate of the cost that would be involved.
