§ The Prime MinisterSince 1979 a good deal of progress has been made in securing better value for taxpayers' money through improving the efficiency and effectiveness of the civil service. Ministers and officials are continuing with this important work. With my right hon. and noble Friend the Minister of State, Privy Council Office and Sir Robin Ibbs, I attach particular importance to the implementation of the financial management initiative and the development within Departments of arrangements that give managers at all levels clear responsibility for making the best use of resources and achieving better value for money.
