asked the Secretary of State for the Environment, pursuant to the answer on 16 January, Official Report, column 90, if he intends to encourage the boroughs and district councils to act together voluntarily to represent the views of London as a whole.

asked the Secretary of State for the Environment what is his most recent estimate of the numbers of additional staff that his Department will require to (a) monitor and control the budget of the Inner London education authority, (b) implement the selective scheme of rate limitation, (c) monitor the work of the joint boards that will be established after local government reorganisation and (d) advise London boroughs and metropolitan district councils as to their new responsibilities, in the event of his legislation on rates and local government being passed by Parliament.

Any additional work falling on my Department will be absorbed within the planned allocation of staff.
