asked the Prime Minister on what basis she approved the payment of £1,000 in return for Government communications headquarters trade unionists surrendering their union membership; and why she discounted the number of years membership when assessing the loss of a civic right.

Staff who choose to remain at the Government communications headquarters under the new conditions of service announced on 25 January have been offered an ex gratia payment of £1,000 in recognition of their loss of statutory rights. The sum of £1,000 is considered appropriate in view of the rights lost and the effect of their loss on the staff concerned.
