Mr. Farr

asked the Secretary of State for the Home Department what steps he proposes to take to bring to an end the roof top demonstration of Michael Hickey at Gartree prison.

Mr. Hurd

We have considered whether an attempt should be made to remove Mr. Hickey forcibly, but I do not believe that the substantial risk of injury can be justified in view of the passive nature of the demonstration. We therefore intend that the incident should continue to be handled as at present.
