Dr. Cunningham

asked the Secretary of State for the Environment if he will publish a list of those local authorities which (a) spent over 30 per cent. above their grant-related expenditure assessments in 1983–84, while (b) increasing their rates by over 10 per cent. in 1983–84 and (c) spent above target in 1982–83 and 1983–84.

Based on outturn data for 1982–83 (or budget information where this is not yet available) and 1983–84 budgets, the list of authorities is:

  • Greater London council
  • Greenwich
  • Hackney
  • Lewisham
  • Southwark
  • Haringey
  • Basildon

asked the Secretary of State for the Environment if he will list the number of local authorities whose expenditure increase in cash, as a percentage, between (a) 1978–79 and 1983–84 was less than 135.7 per cent. and (b) 1981–82 and 1983–84 was less than 20.7 per cent.

(a) Four hundred and six local authorities whose expenditure increase between 1978–79 and 1983–84 was less than 135.70 per cent. This number included all local authorities except:

  • Cannock Chase
  • City of London
  • Crawley
  • Greater London council
  • Hackney
  • Ipswich
  • Kingswood

and

(b) Two hundred and seventy-two local authorities whose expenditure increase between 1981–82 and 1983–84 was less then 20.70 per cent. This number included all local authorities except the following:

asked the Secretary of State for the Environment if he will give his best estimate for the total expenditure by local authorities on all kinds of improvement and renovation grants to home owners in 1983–84; and if he will give the figures for each of the last five years (a) in cash terms and (b) in real terms at 1983 prices.
