asked the Secretary of State for Trade and Industry if he will make a statement of Government policy regarding their industrial development strategy for heavy manufacturing in the chemicals and plastics sectors.

The Government are committed to achieving a sustained improvement in the economy and setting a framework within which all industries can compete effectively and profitably in home and overseas markets.
