§ Mr. Proctorasked the Secretary of State for Foreign and Commonwealth Affairs, pursuant to the reply to the 383W hon. Member for Billericay of 8 February, Official Report, c. 625, in what respect the conditions required for establishing extradition arrangements with (a) Morocco, (b) Tunisia and (c) the United Arab Emirates were not met; and if he will make a statement with regard to the future intentions of Her Majesty's Government in these matters.
§ Mr. WhitneyIt has been the policy of successive Governments that the judicial and penal practices of countries with which we enter into bilateral extradition arrangements under the Extradition Acts should be broadly compatible with those which would apply to a person appearing before courts in the United Kingdom. In the case of Morocco, Tunisia and the United Arab Emirates, we were not satisfied that there was a sufficiently broad basis of reciprocity in these respects to enable extradition arrangements with these countries to be made.
