§ Mr. RifkindAfter extensive discussions the Council of Ministers concluded last year that it would not be possible to reach agreement on a uniform electoral procedure in time for the 1984 European Parliament elections.
We hope that agreement will be possible in time for the next European Parliament elections. One possible basis for agreement is the residence principle to which my hon. Friend refers.
