Mr. McCrindle

asked the Secretary of State for Transport what recent representations he has received regarding the proposal to introduce dim-dip headlights; and to what effect.

The great majority of organisations we consulted during 1983 were in favour of our proposals. Most comments and questions received since the regulations were laid, refer to material recently circulated by the night safety advisory bureau who are opposed to the regulations. I will write to my hon. Friend giving my reasons for rejecting the NSAB's arguments.

Mr. McCrindle

asked the Secretary of State for Transport if he has had consultations with his counterparts in the European Economic Community with regard to the introduction of dim-dip lights.

This was discussed with representatives of other member states at the Commission's motor vehicles group on 8 February 1983. Our proposals were recognised as a potentially good solution to problems of glare and conspicuity experienced throughout the Community.

Dim-dip has not been raised by any member state at the Council of Ministers or its subsidiary official groups.
