asked the Secretary of State for Employment why local authorities have now been requested to reduce their schemes below £400,000, in view of the fact that they were initially asked to prepare bids to the Manpower Services Commission for the technical and vocational education initiative in the range £400,000 to £500,000.

When bids were invited, local authorities were advised that it was unlikely that more than £400,000–£500,000 would be available in each full year. The ceiling of £400,000 has now been fixed in the light of the number of proposals which the commission has recommended to the Government should be supported subject to negotiations.
