asked the Secretary of State for Transport if he will explain the criteria by which his Department determines to secure effective crossings of the major estuaries free of charge or by a tolls levy.

Successive Governments have considered that where an expensive new estuarial crossing provides exceptional benefits to users, and there are no counter arguments on grounds of traffic diversion or congestion, it would be right for powers to be sought to charge tolls. Parliamentary agreement to the charging of tolls has enabled crossings to be built which would not otherwise have been provided.
