Mr. Ernie Ross

asked the Secretary of State for the Home Department how many local authorities have decided on a rural rather than an urban area in which to establish emergency control centres; and if he will list them.

Mr. Hurd

The site of emergency control centres is decided by the local authority. Almost invariably they are within or near the council's offices. None could be said to be in a wholly rural area.

In England and Wales most local authorities have selected premises for emergency centres. None has refused to do so.

The expenditure allocated by local authorities for emergency centres—on which civil defence grant aid has been approved in 1983–84—is as follows:
