asked the Secretary of State for Scotland if he will list in the Official Report all capital projects in Scotland which have been delayed, postponed, or cancelled as a result of the Government's financial restrictions.

The decision to undertake a capital project and when to do so are matters for the public spending authority or private body concerned, which will take into account many factors in addition to the availability and amount of Government funding. The information requested is not therefore available. However, despite the need to constrain public expenditure, capital spending on the services within my responsibility is estimated to be broadly the same in cost terms in the current financial year as it was in 1978–79.
