Mr. Ron Davies

asked the Secretary of State for Wales, pursuant to the answer to the hon. Member for Caernarfon (Mr. Wigley) on 1 December, Official Report, c. 579, if he will break down the figures for grants to rural councils and councils of voluntary service for each county to indicate the level of grant per capita; and if he will make a statement.

* The figures shown for Glamorgan community services council are calculated in accordance with the population of the three counties of Glamorgan. The specific West Glamorgan grant was awarded first in 1983–84 as was a grant to Intervol in south Glamorgan. The true per capita figure for the three counties in 1983–84 is therefore £0.04.

asked the Secretary of State for Wales if he will make available the terms on which grant is offered to rural councils and councils of voluntary service.

Mr. Wyn Roberts

Grants to rural councils and councils of voluntary service are given towards their staffing and administration costs to enable them to undertake their roles as county co-ordinating bodies for the voluntary sector and the general promotion of voluntary activity for the benefit of local communities. The councils are required to make every effort to secure increasing financial support from other sources. They are also required to submit annual reports of their activities together with properly audited accounts.
