asked the Secretary of State for the Environment how the need of Leeds metropolitan district council to make repairs to defective housing in its ownership was taken into account in determining the council's 1984–85 housing investment programme allocation.

This was one of the many factors that was considered when the local discretionary element of the total housing investment programme allocation was distributed. In Leeds' case the result was that the council received a larger share of the total resources allocated to the Yorkshire and Humberside region for 1984–85 than it received in the current year, as well as a larger share of those resources than was suggested simply by the existing indicators of general housing need.
