asked the Secretary of State for the Environment if he will indicate, for all the urban development grants approved to date by his Department (a) the average ratio of public-to-private sector funding and (b) the average sum of public money made available per permanent new job created; and if he will give the relevant totals on both the above points in (i) the service sector, (ii) manufacturing and (iii) total.

To date, 111 offers of urban development grant have been accepted or are outstanding. The Department's records distinguish between industrial projects — in which the principal element is the provision of accommodation or other facilities for industry—commercial projects—including shops, offices, hotels and recreational facilities—and housing projects—in which the principal element is the provision of private sector housing. In decisions on UDG applications, regard is had to all relevant benefits of projects and not only to costs per job. In particular, costs per job are not relevant to housing projects.
