asked the Secretary of State for Scotland if he will list the categories of persons whom he expects to be consulted under clause 4(3)(a) of the Rating and Valuation (Amendment) (Scotland) Bill.

Clause 4 of the Rating and Valuation (Amendment) (Scotland) Bill provides that before determining a rate under section 108 of the Local Government (Scotland) Act 1973, a local authority shall consult persons liable to pay rates in respect of lands and heritages other than dwelling-houses — construed in accordance with section 7(3) of the Local Government (Scotland) Act 1966—and bodies appearing to the local authority to be representative of persons so liable.
