Mr. Shersby

asked the Secretary of State for Employment if, with a view to encouraging employers to offer young people on the youth training scheme permanent jobs, he will enable them to do so with effect from the commencement of the second year without being obliged to employ a particular number under the additionality formula determined by the Manpower Services Commission.

Mr. Peter Morrison

The additionality formula relates to the number of places in a managing agent's programme that are eligible for funding. It is up to the managing agent to decide whether the young people who participate in the programme have employee or trainee status.

asked the Secretary of State for Employment what is the percentage of places taken up under the youth training scheme in Greater London as at 31 January; and if he is satisfied with the progress of the scheme to date in this area.

At the end of December, the latest date for which figures are available, 43 per cent. of the total places approved in Greater London were occupied, although at that time not all of the approved places were available for immediate occupation.

The undertaking to provide all unemployed minimum age school leavers with an offer of a place by Christmas was effectively met in the Greater London area with only 431 such young people remaining without an offer.

asked the Secretary of State for Employment what is the percentage of places taken up under the youth training scheme in the east midlands as at 31 January; and if he is satisfied with the progress of the scheme to date in this area.

The undertaking to provide all unemployed minimum age school leavers with an offer of a place by Christmas was effectively met in the east midlands with only 322 such young people remaining without an offer.
