asked the Secretary of State for Energy if he will identify the respective roles in building Sizewell B of the Central Electricity Generating Board and the National Nuclear Corporation.

The Central Electricity Generating Board placed details of its proposed new project management arrangements for the construction of Sizewell B before the inquiry on 31 January in a further proof of evidence—CEGB/P/46.

This makes clear that under the new arrangements a project management board—PMB—has been established under CEGB chairmanship with directors drawn from the CEGB and from the National Nuclear Corporation — NNC. If the project goes ahead, the PMB, as client for the project, will lay down policy for the management of the project consistent with the CEGB's strategic objectives, will supervise the project management team—PMT—and will monitor the performance of the project against programme and budget.

The basis of the contractual arrangements between the CEGB and the NNC is being revised. It is now intended that the CEGB will let three separate contracts to the NNC:

  1. (a) a service contract under which NNC will provide personnel to the PMT and site;
  2. (b) a contract for the performance by NNC of defined design, safety analysis and associated engineering services in support of the PMT, in particular for the continuing evaluation of the safety implications of design developments;
  3. (c) a contract for the design and engineering of the nuclear steam supply system—NSSS.

The new arrangements should allow NNC to play a full part in the continuing design, safety and associated engineering of the nuclear plant and, through the PMT, in the project management and construction of the station. Thus, the necessary continuity with the work already completed under the previous arrangements should be ensured.
