Mr. Irving

asked the Secretary of State for the Environment what communication lines are proposed under the new structure of the Property Services Agency; and whether any benefits in terms of removing hierarchies from the present structure will result.

Sir George Young

The restructuring proposals would provide a direct, client-based, management line between the headquarters organisation and the agency's territorial offices. They would also involve the merging of the present area and regional levels of management. The combined effect would be shorter and more direct lines of communication through the agency and with client departments.

asked the Secretary of State for the Environment if he will make a statement on the effect on lines of responsibility in the Property Services Agency which will result from the cross-working between the proposed controlling tiers and district offices.

Cross-working arrangements, which will in any event apply to only about 6 per cent. of total work would not affect fundamental lines of responsibility. Responsibility to the client will rest with the client dedicated controlling tier; responsibility for the actual execution of work in the district office will lie with the management line to which that district reports.
