Mr. J. Enoch Powellasked the Secretary of State for Northern Ireland if it was with his authority that the Under-Secretary of State, the hon. Member for Bath (Mr. Patten) stated that the decision to change the name of the Londonderry district council was entirely his own and not that of the Secretary of State.
§ Mr. PriorMy hon. Friend was registering the point that the decision to change the name of the Londonderry district council was one with which he was closely associated personally because of his duties as regards the Department of the Environment in Northern Ireland. In discharging his duties, my hon. Friend acts on my behalf.
