asked the Secretary of State for the Environment what criteria guide him in considering house ownership clauses stipulating local people only in structure plans which come before him for approval.

All structure plan policies are considered in the light of national, regional and local circumstances. However, it is not in general desirable to seek to control the disposal of private houses through planned restrictions. Planning control is concerned essentially with the use and development of land, and only in exceptional circumstances would it be legitimate to deprive a householder of his normal rights to sell or let his house to whoever he chooses.
