§ Sir Keith JosephI have discussed expenditure plans with representatives of some individual education authorities and of the local authority associations. The 1984–85 RSG settlement is tough, but they have not told me that they will be unable to carry out their statutory duties. Expenditure per pupil in real terms and the pupil-teacher ratio are currently at record levels.
