HC Deb 07 February 1984 vol 53 cc517-8W
Mr. Wigley

asked the Secretary of State for the Home Department if he will publish the definitions of categories A, B, C and D prisoners, respectively.

Mr. Hurd

The security categories for adult male prisoners are as follows:

Category A. Prisoners whose escape would be highly dangerous to the public or the police or to the security of the state.

Category B. Prisoners for whom the very highest conditions of security are not necessary but for whom escape must be made very difficult.

Category C. Prisoners who cannot be trusted in open conditions but do not have the ability or resources to make a determined escape attempt.

Category D. Prisoners who can reasonably be trusted to serve their sentences in open conditions.
