asked the Secretary of State for the Environment if he will estimate how many occupiers of domestic property do not at present receive rate demands.

Mr. Patrick Jenkin

A substantial proportion of those living in accommodation in the public and private rented sectors pay rates to their landlord with their rent and may not receive a rate demand. It is not possible to make an estimate of the number concerned, but the number must be considerable.
