§ Sir Geoffrey HoweUnder existing Civil Service regulations elected departmental trade union representatives are allowed to publicise their union's views on matters which directly affect the conditions of service of members of their union. Other Civil Servants are expected not to participate in public discussion of matters of current or potential political controversy.
