asked the Secretary of State for the Environment by how much the revenue of the water authorities has increased in each of the years from 1980 to 1984, respectively, as a result of uprating in the valuation of private and business premises for local authority rating purposes.

The revenue requirements of the water authorities are determined by their costs, not by rateable values. Uprating may temporarily increase a water authority's revenue but in the next year will permit a reduction in the poundage compared with what would otherwise have been required. It will also permanently alter the incidence of water charges based on rateable value. The information is not available which would enable an assessment of the significance of these effects to be made.
