asked the Secretary of State for Foreign and Commonwealth Affairs if Her Majesty's Government will consider giving aid to Namibia, prior to its independence, to help build up its infrastructure in readiness for the transfer.

Mr. Rifkind

We are ready to consider development assistance to Namibia but cannot do so in the absence of an internationally acceptable settlement within the terms of Security Council Resolution 435. In the meantime our assistance is limited to training awards for individual Namibians to study in the United Kingdom.
