§ Mr. YoungerOn 15 July 1983 — [Vol. 45, c. 454–55] — I announced that Mr. D. A. 0. Edward CMG, QC had undertaken to advise me on the ex gratia payment which might be offered to Mr. Patrick Meehan. I have now received Mr. Edward's report and after careful consideration have accepted his recommendation that an offer of an ex gratia payment of £47,915 should be made to Mr. Meehan's solicitors upon the usual conditions, that this offer does not constitute an admission of liability and that payment would be subject to an undertaking by Mr. Meehan not to make any other claims whatsoever arising out of the circumstances of his prosecution or conviction or his detention in either or both of these connections.
