asked the Secretary of State for Trade and Industry if he will introduce legislation making it a criminal offence for non-charitable organisations to post Christmas cards and subsequently to seek payment for them with the implication that the money raised will go to charity when in reality it is retained by those companies.

No. There is already legislation to protect individuals who are sent unsolicited goods. Under the Unsolicited Goods and Services Act 1971, the recipients are under no obligation to pay for such items or to return them.
