Sir Dudley Smith

asked the Secretary of State for Foreign and Commonwealth Affairs (1) what the British Government have done so far to assess the developmental needs of Namibia, both pre and post-independence;

(2) whether the British Government have any plans to send in the near future a team of experts to Namibia to assess in detail the manpower and specialist requirements of the Namibian infrastructure, in preparation for independence.

While Namibia remains under the unlawful administration of the South African authorities we shall continue to confine our assistance to training awards for individual Namibians. Once implementation of Security Council resolution 435 is under way we should be willing to consider further assistance in consultation with the post-independence Government.
