§ Mr. MacGregorFirst-hand purchasers — where formula B is applied—or wholesale producers—where formula A is applied—and producers who sell direct are liable to levy if they exceed their own quotas. Even when national milk production is below the United Kingdom quota, therefore, some individual United Kingdom purchasers or producers may thus be liable for levy if they have not cut back enough.
