asked the Secretary of State for the Environment if he will publish for each authority designated under the Rates Act 1984 the estimated block grant entitlements he has taken into account in determining the provisional maximum rate; and what are (i) the assumptions made about that authority's expenditure in 1985–86 and (ii) the assumptions made about all non-designated authorities' expenditure in 1985–86, in determining that grant entitlement.

[pursuant to his reply, 17 December 1984]: The calculation of the proposed maximum rate or precept for each designated authority includes the block grant I estimate will become payable to the authority, including any receipts from the London rate equalisation scheme where appropriate. It assumes that the same figure (in cash) as in 1984–85 will be disregarded for the purposes of implementing grant penalties in 1985–86. It makes no allowance for close-ending of block grant.
