§ Mr. BrookeThe indices of changes in university recurrent costs prepared on behalf of the Committee of Vice-Chancellors and Principals show that between November 1980 and 1 July 1984 the cost of books, periodicals and binding increased by 68.7 per cent. compared with an increase of 32 per cent. for all non-pay items (the index of non-pay items includes employers' National Insurance contributions and excludes local authority rates).
