asked the Secretary of State for the Environment how many tenants of charitable housing associations are excluded from the right-to-buy provisions of the Housing and Building Control Act because their properties were not funded by the housing association grant section 29 of the Housing Act 1974.

All tenants of charitable housing associations are excluded from the right to buy because of sections 2(1) and 2(2)(a) of the Housing Act 1980. Some tenants are eligible for the home ownership scheme introduced under section 35 of the Housing and Building Control Act 1984. We estimate that some 80,000 to 100,000 households will be excluded from that scheme solely because housing association grant has not been paid in respect of their homes in accordance with the criteria in section 35(1).
