asked the Secretary of State for Transport, what steps he is taking to ensure that appropriate precautions are taken against the possible discharge to air or water of polluting elements associated with transport or methyl isocyanate from Felixstowe docks to chemical plants in East Anglia and Yorkshire.

I understand from the Health and Safety Executive that it is aware of infrequent consignments of methyl isocyanate from Felixstowe to Grimsby. It is transported in sealed stainless steel drums inside a freight container. The drums and their labelling and handling comply with the relevant national and international standards and with the existing and proposed regulations, and they are checked for any sign of leakage before being stored. The position will be reviewed in the light of the investigation into the Bhopal disaster.
