§ Mr. JoplingThe principles of Community budgetary discipline, including specific controls on the growth of agricultural expenditure, were laid down by Heads of Government in the European Council. The detailed arrangements on how the agreement should be given effect through the Community's budget procedures were not discussed by the Council of Agriculture Ministers as they were mainly a matter for the Council of Economic and Finance Ministers. The resultant conclusions have been adopted in the name of the Council as a whole.
