HL Deb 13 December 1984 vol 458 c423WA
Lord Jenkins of Putney

asked Her Majesty's Government:

Whether they will consider the proposal of the Peace Tax Campaign that it should be made legally possible for a taxpayer to direct that the part of his or her income tax which would normally be devoted to military expenditure be directed instead into a non-military peace-building fund.

The Chancellor of the Duchy of Lancaster and Minister for the Arts (The Earl of Gowrie)

No. Parliament is the proper forum in which the allocation of public expenditure should ultimately be decided. A right to specify which aspects of public expenditure an individual taxpayer wished to support would erode the sovereignty of Parliament.
