21. Mr. Marlow

asked the Chancellor of the Exchequer what areas of policy currently financed by the United Kingdom budget will in future be financed by the European Economic Community budget in the event of an increase in United Kingdom gross payments to the European Economic Community.

The main effect of the agreement reached at the Foreign Affairs Council in Dublin on 4 December will be to restrain the growth in agricultural expenditure. This should allow non-agricultural expenditure such as regional and social expenditure, research and development, energy, science and technology expenditure, to take an increasing share of the Community budget.
