asked the Secretary of State for Foreign and Commonwealth Affairs what are the shipping and other costs broken down into separate categories of shipping grain from Southampton to Massawa in Ethiopia.

Mr. Raison

No grain financed from the United Kingdom aid programme has been shipped from Southampton to Massawa this year. However, 6,500 tons of wheat is expected to leave Hull on 12 December for Massawa. Final costs are not yet available but expenditure is estimated to be:

Sea freight 182,000
Port and handling costs; charges at Massawa (including bagging) 105,300

These figures do not include the cost of transport and distribution in Ethiopia, which will be around?700,000, and which we have promised to meet.
