asked the Secretary of State for Trade and Industry what measures he is taking to end discrimination by Spain against the United Kingdom export of cars; whether he would favour the establishment of a three-year programme for the progressive and substantial liberalisation of the Spanish car market independent of European Economic Community accession negotiations; and if he will make a statement.

The Spanish car market is, in comparison with the United Kingdom market, heavily protected although United Kingdom car imports are riot treated any less favourably than imports from other Community countries. The only long term solution is through Spanish membership of the Community and during the accession negotiations the Government have been attempting, in consultation with our EC partners, to aim at a satisfactory solution of the high tariff problem in particular as it affects cars.
