§ Mr. RifkindThe Angolan and South African Governments have now put forward separate proposals on the withdrawal of Cuban forces from Angola. The United States is discussing these with both parties in an effort to help achieve an agreement which would enable implementation of Security Council resolution 435. This process offers the best prospect for early Namibia independence.
