Mr. Rogers

asked the Secretary of State for Foreign and Commonwealth Affairs what progress is being made in implementing United Nations resolution 435 in relation to the future of Namibia.

Mr. Madden

asked the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the progress of talks on Namibia.

Mr. Rifkind

The Angolan and South African Governments have now put forward separate proposals on the withdrawal of Cuban forces from Angola. The United States is discussing these with both parties in an effort to help achieve an agreement which would enable implementation of Security Council resolution 435. This process offers the best prospect for early Namibia independence.

Mr. Caborn

asked the Secretary of State for Foreign and Commonwealth Affairs if he will make it his policy to support proposals on Namibia made by the Angolan President in his letter to the United Nations Secretary General of 20 November.

Mr. Rifkind

We welcome any move which will bring a Namibia settlement closer. The South African Government have also made proposals on Cuban withdrawal. Negotiations are continuing. We much hope that the parties concerned can reach an early agreement.
