asked the Secretary of State for Defence whether the coastguard is informed of the timing and location of British and American submarine exercises in British coastal waters.

No. For reasons of operational security, it has long been Ministry of Defence policy not to disclose Royal Navy submarine movements nor to comment on foreign submarine activity. However, areas around the United Kingdom where submarines of the Royal Navy or of NATO nations exercise regularly are marked on Admiralty charts.
