There will always be room for improvements in the education system, and I would encourage authorities to make very effort to get value for money and maximum benefit from the resources available. In real terms local authority spending on education in Wales, excluding school meals and milk, was almost exactly the same in 1983–84 as in 1976–77, despite a significant decline in pupil numbers.
